Frances M. Napier born September 25, 1941 departed this life on Friday – November 21, 2025 at the Hazard A.R.H. being 84-years old. Frances was born in Harlan, Kentucky the daughter of the late Bradley Pennington and the late Rachel Causey Pennington. Other than her parents, Frances was also preceded in death by her husband, Quenton Ronnie Napier; sisters, Sara Pennington and Gladys Pennington; brother, James Pennington. Frances was the Owner & Operator of Frances Diner, she had been serving the community for over 60-years. Frances poured her life into serving others, she embraced her time at the Diner because she saw all her friends whom she loved dearly. Frances loved this community and always enjoyed her time of fellowship with ALL.
Frances M. Napier leaves the following relatives to cherish her memory: son, Keith Napier & Chasity of Hazard; daughter, Darlene Hughes & Phillip of Hazard; brothers, Elhanon Pennington of West Liberty, Harold Pennington & Caroline of Hazard, Darrell Pennington & Liz of Hazard, and Lonnie Pennington & Donna of Hazard; sisters, Helen Myers of Hazard, Perlina Fugate & Larry of Chicago, IL, Pauline Begley of Hazard, Jewel Harkins & Eddie of Hazard, Essie Pennington of Hazard, and Eulene Miller & Larry of Hazard; six grandchildren, Keaton Napier, Bailey Couch, Chelsey Hughes, Kaleigh Napier, Kaden Napier, and Destiny Hughes; three great-grandchildren, Paisley Couch, Easton Napier, and Octavia Couch; also a host of nieces, nephews, and many friends and dedicated co-workers also survive.
Visitation for Frances M. Napier will be held on Sunday – November 23, 2025 at the Hal Rogers Forum in Hazard, Kentucky from 5:00 – 7:00 P.M. Funeral Services will be conducted on Monday – November 24, 2025 at the Hal Rogers Forum at 1:00 P.M. with Chris Fugate and Lonnie Adams officiating. The Interment will follow in the Riverside Cemetery located at Hazard, Kentucky. In lieu of flowers, donations may be made to the Church of your choice or Kentucky Infant Development Station "Baby Pantry" at 66 Twin Rocks Camp Road – Viper, Kentucky 41774.
