Permelia May Phillips born August 20, 1961 departed this life on Sunday – October 12, 2025  at the Greg & Noreen Wells Hospice Care Center in Hazard, Kentucky being 64-years old.  Permelia was born in Hazard, Kentucky the daughter of the late George Archer and the late Mary Couch Archer.  Other than her parents, Permelia was also preceded in death by two sons, Randall Couch and Oberene Couch; four brothers, Walter Allen Archer, William Archer, George Edward Archer, and Charles Alger Archer; sister, Mary Gaynell Lewis.  Permelia help start and volunteered for Feed The Streets, this gave her great joy in giving back to others.

Permelia May Phillips leaves the following relatives to cherish her memory: two daughters, Beth Hall & Nick of Hazard and Barbara Couch of Hazard; special niece, Bessie "Candy Bar" Hughes & Woody of Hazard; special friends, Dale & Anna Hanlon; 10-grandchildren, and a host of nieces, nephews, and other relatives & friends survive.

Visitation for Permelia May Phillips will be held on Wednesday – October 15, 2025 at the Engle-Bowling Funeral Home from 6:00 – 9:00 P.M.  Funeral Services will be held on Thursday – October 16, 2025 at 1:00 P.M. at the Engle-Bowling Funeral Home with Dale Hanlon officiating.  The Interment will follow in the Archer Family Cemetery located at Fourseam.
