Phyllis Ann Carter born July 4, 1967 departed this life on Sunday December 3, 2023 at the U.K. Medical Center in Lexington, Kentucky being 56-years old. Phyllis was born in Hazard, Kentucky the daughter of the late Carl Smith and the late Lois Baker Smith. Other than her parents, Phyllis was also preceded in death by her Brother, Arvie Smith; Special Friend, Darrell Carter; Best Friend, Lora Milam. Phyllis loved spending time with her family, gardening & flowers, sewing, fishing, traveling and her fur babies.

Phyllis Ann Carter leaves the following relatives to cherish her memory: Daughters, Amber Carter & Cameron Fields of Hazard, Emily Carter & Bryan Prater of Hazard; Brothers, Carlos Smith & Kathy of Rutledge, TN, George Smith & Susan of Bluefield, WV. A host of other relatives and friend survive.

Visitation for Phyllis Ann Carter will be held on Saturday December 9, 2023 at the Engle-Bowling Funeral Home from 4:00 – 6:00 P.M. with a Celebration of Life Service to follow at 6:00 P.M. with George Smith officiating.
